Lessons Learned from Overseas Geotechnical Engineering Work Experiences and Review of Overseas Project Management

摘要
本文首先敘述在英國倫敦、印度德里、印尼雅加達、馬來西亞吉隆坡與新加坡等地參與地下工程所遭遇較特別的海外大地工程議題以及執行狀況,並就:1.地質條件引發差異、2.使用設計軟體、規範與審查制度、3.鑽探與試驗結果之要求、設計完成度與監測系統發包及4.工程創新等主題,來進行比較與討論,接著再以計畫管理者的角色,來簡要分析海外計畫管理上與國內計畫管理上之異同,主要涵蓋到人員聘用、分包、契約/法律、財稅、談判溝通、分支機構設立與人脈及關係建立等方面,並就臺灣大地工程師要進軍海外市場的優勢與劣勢,做更進一步的探討。
英文摘要
In this paper, selected geotechnical issues faced in the engineering projects which were conducted in London of the United Kingdom, Delhi of India, Jakarta of Indonesia, Kuala Lumpur of Malaysia and Singapore, are described. The discussion focuses on the following aspects: 1. difference in the geological conditions; 2. design software, design codes and review system, 3. requirements of site investigation and testing results, design completion level and procurement of monitoring system; 4. engineering innovation. Moreover, from the point of view of project management, this paper explores the difference between overseas and domestic projects, in terms of employee recruitment, project sublet, contractual/legal matters, project finance and tax, negotiation, setup of branch office and network establishment. Lastly, the advantages and disadvantages of Taiwan geotechnical engineers in entering the international job market are discussed.
